Position Overview
The Deputy Chief of Operations (DCO) plays a pivotal role in supporting the Chief of Operations (COO) in overseeing daily field and administrative activities, ensuring operational excellence, and stepping in to fulfill the COO’s duties when necessary. This leadership position involves managing operational compliance, optimizing workflow, and maintaining efficiency across all EMS services while supporting staff and organizational goals.

Key Responsibilities

Operations Leadership:

  • Co-manage personnel within the Operations Division, including EMS and Dispatch teams.

  • Ensure smooth daily operations, effective deployment of resources, and adherence to patient care protocols.

  • Assist in mentoring, evaluating, and developing EMS personnel to foster professional growth.

  • Monitor staffing levels and collaborate with scheduling teams to ensure proper coverage across all shifts.

  • Oversee supply chain management, optimize resource usage, and analyze operational costs.

  • Implement and enforce safety standards and operational best practices.

  • Contribute to policy development, update standard operating procedures, and ensure compliance with county and departmental regulations.

  • Participate in audits, QA/QI initiatives, and investigations as necessary to maintain service excellence.

Field Oversight:

  • Supervise emergency responses, providing guidance and real-time quality assurance to field teams.

  • Oversee specialty care transport training and mentorship for paramedic personnel.

  • Serve as an on-site operational resource, addressing equipment, staffing, and procedural issues promptly.

Staff Support and Development:

  • Promote a positive organizational culture that encourages communication, engagement, and professional growth.

  • Collaborate with COO, HR, and administrative teams to develop leadership capabilities within the Operations Division.

  • Support learning initiatives, mental health programs, and staff wellness efforts.

Strategic Initiatives:

  • Partner with the COO to develop operational strategies, policies, and procedures for efficient service delivery.

  • Track operational metrics, analyze trends, and implement process improvements.

  • Foster relationships with community partners, EMS agencies, and healthcare providers.

  • Assist in contract negotiations, compliance, and strategic planning efforts.

Qualifications:

  • Minimum of 10 years in EMS management or supervisory roles.

  • Preferred: NYS-certified Paramedic.

  • Experience in dispatch operations or Critical Care/Specialty Care paramedicine is advantageous.

  • Preferred: Bachelor’s degree in business administration, management, public administration, or related field.

  • Strong leadership, operational management, and problem-solving skills.

  • Knowledge of EMS principles, administration, staff management, and life-saving procedures.

  • Ability to analyze data, track trends, and make informed operational decisions.

  • Proficient with Microsoft Office Suite and related software.

  • Clean driving record and valid Class D NYS Driver License (or equivalent).

Physical Requirements:

  • Extended periods of computer work and sitting.

  • Ability to lift, carry, and assist patients or equipment up to 125 lbs (250 lbs with assistance).

  • Must be able to access all departmental areas of the organization’s facilities.
